How will the Obama plan help the current Wall Street woes?

He wants to increase the tax rate for all business, how could this possibly help? And how long can this guy get away with just pointing out things, and saying we want to change this or that, without a proven plan? His whole campaign is hinged on 'hope' and that doesn't equal results.
