Machusetts wants to borrow money from the federal government?

Today's news is that Machusetts wants to borrow money from the federal government in order to pay their bills. What happened? I thought the governor, Mitt Romney, was known for his fiscal aen. Maybe he's not the governor any more. If he is not the current governor of Machusetts, maybe they ought to invite him back.
