You have it correct. This is similar to the socialized medicine in England. The same country where you get cancer at 27 and die because you get no treatment. You get put on a list and then by the time they get to you, you are too sick for any treatment. Another fact is that if you have a premature baby, the government is not going to spend millions to save it. The baby will just die. It's that simple.
